Oregon Statutes - Chapter 713 - Out-of-State Banks and Extranational Institutions - Section 713.020 - Certificate of authority to conduct banking business.

The Director of the Department of Consumer and Business Services shall issue to an out-of-state state bank or extranational institution that applies and that complies with the requirements of this chapter a certificate of authority to transact business in this state, provided for in ORS 713.140 to 713.160.
