Title X PUBLIC OFFICERS, EMPLOYEES, AND RECORDSChapter 110 STATE EMPLOYMENT110.105 Employment policy of the state.-- (1) It is the purpose of this chapter to establish a system of personnel management. This system shall provide means to recruit, select, train, develop, and maintain an effective and responsible workforce and shall include policies and procedures for employee hiring and advancement, training and career development, position classification, salary administration, benefits, discipline, discharge, employee performance evaluations, affirmative action, and other related activities. (2) All appointments, terminations, assignments and maintenance of status, compensation, privileges, and other terms and conditions of employment in state government shall be made without regard to age, sex, race, religion, national origin, political affiliation, marital status, or handicap, except when a specific sex, age, or physical requirement constitutes a bona fide occupational qualification necessary to proper and efficient administration. (3) Except as expressly provided by law, there shall be no Florida residence requirement for any person as a condition precedent to employment by the state; however, preference may be given to Florida residents in hiring. (4) This chapter contains requirements and guides for establishing and maintaining a system of personnel administration on a merit basis. The system of personnel administration shall be implemented so as to permit state agencies to be eligible to receive federal funds. (5) Nothing in this chapter shall be construed either to infringe upon or to supersede the rights guaranteed public employees under chapter 447. History.--s. 20, ch. 79-190. Florida Lawyers
