Special and betterment assessments.

Section 5. Classified forest land shall be included in the equalized valuation of the town under sections nine to ten C, inclusive, of chapter fifty-eight. Classified forest land shall be subject to special assessments and betterment assessments; provided, however, that such assessments, for purposes other than the installation of water pipes to provide fire protection to such adjacent forest land, shall become due and payable at the time when said land is removed from classification.
