Section 11. Whoever operates a private business school without being licensed under section three or during the suspension or after the revocation of such a license under the provisions of section five or whoever acts as a representative of a private business school without being licensed under section seven shall be punished by imprisonment in a jail or house of correction for not more than six months or by a fine of not more than one thousand dollars, or both.
