The Commissioner of Health and Senior Services, in consultation with the Commissioner of Human Services and pursuant to the "Administrative Procedure Act, " P.L.1968, c.410 (C.52:14B-1 et seq.), shall adopt regulations to provide for the implementation by federally qualified health centers and local health departments that provide primary care of such procedures as the commissioner deems necessary to effectuate the purposes of subsection f. of section 4 of P.L.1997, c.272 (C.30:4I-4). Access to premises for examination The commissioner shall have full access to any premises for the purpose of examination if he has reason to believe that on the premises there exists a violation of any health law of the State or any provision of the State Sanitary Code.
