    The commissioner may issue such permission after due inspection and examination of the nature, species, quantity, source, location of proposed planting or lodging, and the condition of the oysters and after his determination that the same will not be detrimental to the native oysters or to the oyster industry of this State.

    Such permission shall specify the nature, species, quantity and proposed location of planting or lodgment of the oysters and shall apply only to the particular shipment for which it is issued.
