    § 101-a. Promulgation   of   rules  and  regulations  of  commissioner
  relating to the supervision of services for the  public  good  conducted
  under  supervision  of school districts.   The commissioner of education
  shall promulgate rules and regulations for the  supervision,  by  school
  districts,  of  programs  of  performing services for the public good by
  certain infants pursuant to the provisions  of  sections  seven  hundred
  fifty-eight-a  and  353.6  of  the  family  court  act.   Such rules and
  regulations,   shall include, but not  be  limited  to,  provisions  (a)
  assuring  that  the  conditions  of  work,  including  wages,  meet  the
  standards therefor prescribed pursuant to the labor law;  (b)  affording
  coverage  to the child under the workers' compensation law; (c) assuring
  that the entity receiving such services shall not utilize  the  same  to
  replace  its  regular  employees;  and  (d) providing for reports to the
  family court not less frequently  than  every  six  months,  unless  the
  family court orders otherwise.
