     § 522.  Regulations.
        The Department of Environmental Protection is authorized to
     adopt such regulations as it deems necessary to its
     administration and enforcement of this chapter. This includes
     the authority to establish, by regulation, such fees as are
     reasonably necessary to fund the implementation and enforcement
     of this chapter.
