     § 710.  Weights and classes.
        The commission shall promulgate rules and regulations
     establishing classes of boxers, which classes shall be based
     upon weights. All contests or exhibitions shall take place only
     between boxers who are within the same weight class as defined
     by the commission unless otherwise approved by the commission.
