     § 3403.  Establishment.
        There is established within the department a program to be
     known as the Infrastructure and Facilities Improvement Program.
     The program shall enhance the economic development of the
     Commonwealth by providing financial assistance in the form of
     multiyear grants to issuing authorities toward payment of debt
     service on projects.
