     § 323.  Publications.
        The executive director may have printed the annual report of
     the commission and such bulletins, literature, posters and other
     printing as may be appropriate to the work of the commission
     including the magazine known as the Pennsylvania Angler. The
     commission shall from time to time establish the subscription
     rates for the Pennsylvania Angler and charges for its other
     publications. All publications published by the commission shall
     be nonpartisan.
