     § 725.  Price paid for acquisitions and improvements.
        The commission shall pay what it considers to be a fair and
     reasonable price for acquisitions and improvements consistent
     with the purposes for which they are intended and expending,
     during any year, only such amount as, in its opinion, can be
     allotted for those purposes.
