     § 902.  Conduct of election.
        The manner in which proposed amendments to the Constitution
     of Pennsylvania shall be submitted to the qualified electors of
     the Commonwealth and the manner and effect of the certification
     of the returns of the election thereon shall, unless the General
     Assembly shall prescribe otherwise with respect to any
     particular proposed amendment, be as provided in the
     Pennsylvania Election Code.
