     § 904.  Constructive notice.
        Unless otherwise specifically provided by statute other than
     a provision of this title, the publication under this part of
     any document required or authorized by this part to be so
     published shall, except in cases where notice by publication is
     insufficient in law, be sufficient to give notice of the
     contents of such document to any person subject thereto or
     affected thereby.
