§ 4102. Bids and down payments.
Any government agency authorized to enter into a contract
under section 4101 (relating to contracts with United States)
may designate by appropriate order an officeholder or employee
of its own to enter a bid in its behalf at any sale of any
surplus real or personal Federal property and may authorize the
designee to make any down payment or payment in full required in
connection with the bidding.
