     § 2305.  Full crews.
        After reasonable notice and hearing had upon its own motion,
     or upon complaint, the commission may, by order, require any
     common carrier to employ such number of men upon any of its
     facilities as, in the judgment of the commission, is requisite
     for the safe and efficient operation of such facilities.
