Duty of commission - 66 Pa. Cons. Stat. § 2915

     § 2915.  Duty of commission.
        The commission shall ensure that the provisions of this
     subchapter are implemented by all public utilities, coin
     telephone station manufacturers, vendors, owners and lessors
     doing business in this Commonwealth. The commission shall,
     within 120 days after the effective date of this subchapter,
     promulgate regulations implementing the provisions of this
     subchapter.
