Notice to members - 71 Pa. Cons. Stat. § 5103

     § 5103.  Notice to members.
        Notice by publication, including, without being limited to,
     newsletters, newspapers, forms, first class mail, letters,
     manuals and, to the extent authorized by a policy adopted by the
     board, electronically, including, without being limited to, e-
     mail or World Wide Web sites, distributed or made available to
     members in a manner reasonably calculated to give actual notice
     of those sections of the State Employees' Retirement Code that
     require notice to members shall be deemed sufficient notice for
     all purposes.
