§ 78.002. LEGISLATIVE DETERMINATION.  The legislature 
has determined that:
		(1)  noxious weeds are present in this state to a degree 
that poses a threat to agriculture and is deleterious to the proper 
use of soil and other natural resources;  and
		(2)  reclamation of land from noxious weeds is a public 
right and duty in the interest of conservation and development of 
the natural resources of the state.
