Art. 7856. MAINTENANCE OF DISTRICT.  After the full and 
final completion of all improvements of the district, and after 
payment of all expenses incurred under this chapter, the directors 
are authorized to use the funds remaining in the Construction and 
Maintenance Fund for the best interest of such district in the 
preservation, upkeep, repair and reconstruction of the works of 
such district.
