§ 1.054. RESERVATION OF POWER. The legislature at all times has the power to amend, repeal, or modify this code and to prescribe regulations, provisions, and limitations as the legislature considers advisable. The regulations, provisions, and limitations are binding on any entity subject to this code. Acts 2003, 78th Leg., ch. 182, § 1, eff. Jan. 1, 2006.
