§ 14.302. APPEAL OF LICENSE WITHHOLDING OR 
REVOCATION.  An appeal of a decision of the commissioner refusing 
to grant a license to an applicant or revoking the license of a 
license holder shall be under the substantial evidence rule as 
provided by Chapter 2001, Government Code.
