§ 1506.001. APPLICABILITY OF SUBCHAPTER.  This 
Subchapter applies only to a home-rule municipality that:
		(1)  has a population of less than 60,000;  and                               
		(2)  on January 1, 1949, owned and operated a public 
parking lot.
