§ 21.005. DIVISIONS OF DEPARTMENT; PERSONNEL. (a) The
commissioner may establish divisions within the department that he
considers necessary for effective administration and the discharge
of the department's functions.
(b) The commissioner may allocate and reallocate functions
among the divisions.
(c) The commissioner may employ personnel necessary for the
administration of the department's duties.
