§ 21.007. MERIT SYSTEM. The department may establish a merit system for its employees. The merit system may be maintained in conjunction with other state agencies that are required by federal law to operate under a merit system. Acts 1979, 66th Leg., p. 2338, ch. 842, art. 1, § 1, eff.
