§ 441.005. RULES;  AUTHORITY FOR ADMINISTRATIVE 
ACTION.  (a) The commissioner may:
		(1)  adopt reasonable rules as necessary to implement 
and supplement this chapter and the purposes of this chapter;  and
		(2)  take any administrative action required by the 
findings of Section 441.001.
	(b)  The authority granted by this section may be inferred 
from the context of this chapter.
