§ 91.203. AUTHORITY; RULES. (a) The commission shall
supervise or monitor the construction, operation, maintenance, and
closure of storage facilities.
(b) The commission may adopt reasonable rules or issue
reasonable orders to implement the policies of this subchapter and
may establish minimum standards regulating the creation,
operation, maintenance, and abandonment of underground hydrocarbon
storage facilities. The rules and standards of the commission may
include, but are not limited to, requirements for monitoring,
recordkeeping, and reporting, the drilling and creation of the
facility, selecting the site of the facility, and for proper
closure of the facility on abandonment.
