§ 51.306. DECISION BY COMMISSION. (a) Based on the
findings of fact, conclusions of law, and proposal for decision,
the commission by order may determine that:
(1) a violation occurred and impose an administrative
penalty; or
(2) a violation did not occur.
(b) The department shall give notice of the order to the
respondent.
(c) The order under this section must include:
(1) separate statements of the findings of fact and
conclusions of law;
(2) the amount of any penalty imposed;
(3) a statement of the right of the respondent to
judicial review of the order; and
(4) any other information required by law.
