Art. 581-2-4. DIVISION OF POLICY AND MANAGEMENT 
RESPONSIBILITIES.  The Board shall develop and implement policies 
that clearly separate the policymaking responsibilities of the 
Board and the management responsibilities of the Commissioner and 
employees of the Board.
