Art. 6223. [6281] STATEMENT FILED.  Such affidavit shall be 
filed with the Secretary of State, and by him recorded in a book to 
be kept for such purpose, a properly certified copy of which shall 
be admitted and used in evidence at any future time, to prove and 
establish the right of the soldier or sailor in whose behalf, or at 
whose instance, the same may have been made to such pensioner as may 
be provided by law.
