The Director of the Department of Finance and Administration and the Arkansas Development Finance Authority shall promulgate rules and regulations necessary to administer the provisions of this subchapter. No rule or portion of a rule promulgated under the authority of this subchapter shall become effective until it has been approved by the director in accordance with the Arkansas Administrative Procedure Act, ยง 25-15-201 et seq.
