There is created on the books of the Treasurer of State, the Auditor of State, and the Chief Fiscal Officer of the State a fund to be known as the "Developmental Disabilities Services -- Dog Track Special Revenue Fund" that shall consist of those special revenues as specified in ยง 19-6-301(16), there to be used for the sole benefit of community programs of the Division of Developmental Disabilities Services of the Department of Human Services licensed by the division.
