In the event a public utility shall have implemented under bond or other arrangements as a matter involving an immediate and impelling necessity pursuant to ยง 23-4-624 an amount which exceeds that allowed by the Arkansas State Highway and Transportation Department in its final order, the department shall order the immediate refund of the excessive bonded collections.
