The application in proper form having been accepted for filing, the bond having been accepted and approved, and the other conditions and requirements of ยงยง 26-55-213 and 26-55-214 having been complied with, the Director of the Department of Finance and Administration shall issue to the distributor a license certificate to transact business as a distributor in the State of Arkansas.
