If the Arkansas Department of Environmental Quality requires a person to obtain an animal waste management plan, including a permit application, prepared by a professional engineer as defined in ยง 17-30-101, the person may substitute a plan prepared under the supervision of a professional engineer employed by one (1) of the following agencies:
(1) A conservation district;
(2) The Arkansas Natural Resources Commission;
(3) The Natural Resources Conservation Service; or
(4) The University of Arkansas Cooperative Extension Service.
