                                 DECISION ON APPEAL                                   
               This is a decision on the appeal from the final rejection              
          of claims 1-3, 8-12, and 17-26.  Claims 14-16 have been                     
          allowed by the Examiner while claims 4-7 and 13 have been                   
          canceled.                                                                   
               The disclosed invention relates to a method and apparatus              
          for synchronizing base-stations in a global positioning system
