                                  DECISION ON APPEAL                                  
               This is a decision on appeal under 35 U.S.C. § 134 from                
          the  rejection of claims 3, 11-16, 31, and 32.  We reverse.                 


                                     BACKGROUND                                       
               The invention at issue in this appeal relates to                       
          identification (ID) instruments.  ID instruments, e.g.,                     
          passports, credit cards, driver's licences, and building                    
          passes, are ubiquitous.  Unfortunately, such instruments often
