                                 DECISION ON APPEAL                                   


               This is a decision on appeal from the final rejection of               
          claims 1-32.                                                                
               The invention is directed to a system for managing                     
          communications between nodes utilizing credit flow control.  A              
          “credit flow control” is used in order to avoid losing data when            
          a queue associated with a destination node is completely full.
