                                  DECISION ON APPEAL                                  

               This is an appeal from the final rejection of claims 1, 3              
          through 10, 12, and 16 through 19.  These claims constitute all             
          of the claims remaining in the application.                                 

               Appellants' disclosed invention pertains to a fastening and            
          retention system for a strap, to a fastening and retention                  
          system, and to a system.  A basic understanding of the invention            
          can be derived from a reading of exemplary claims 1, 18, and 19,
