                                          DECISION ON APPEAL                                                   
                   This is a decision on appeal under 35 U.S.C. § 134(a) from the examiner's                   
             final rejection of claims 1-28, all of the claims pending in the application.                     
                   We affirm-in-part and enter new grounds of rejection of claims 17, 18 and                   
             26-28 pursuant to 37 C.F.R. § 41.50(b).
