California Welfare And Institutions Code Section 23

Whenever in any provision of law there is a reference to
Chapter 1 (commencing with Section 7000) of Division 7 of the Welfare
and Institutions Code relating to community care facilities as
defined by Section 1502 of the Health and Safety Code or Chapter 1
(commencing with Section 16000) of Part 4 of Division 9 of the
Welfare and Institutions Code or to Chapter 3 (commencing with
Section 16200) of Part 4 of Division 9 of the Welfare and
Institutions Code, it shall be deemed to mean Chapter 3 (commencing
with Section 1500) of Division 2 of the Health and Safety Code.
