Administrative paternity determinations. Notwithstanding any other provision of this Act, the Illinois Department of Public Aid may make administrative determinations of paternity and nonpaternity in accordance with Section 10-17.7 of the Illinois Public Aid Code. These determinations of paternity or nonpaternity shall have the full force and effect of judgments entered under this Act.
