Issuance of certificate; conditions
Sec. 10. If the bureau is satisfied that the person applying for a
certificate of title is the owner of the vehicle or is otherwise entitled
to have the vehicle registered in the person's name, the bureau may
issue a certificate of title for the vehicle.
