Section 39. If, by reason of the neglect of a person upon whom any duty is imposed by this chapter, jurors are not duly drawn and summoned to attend a court, he shall be punished by a fine of not more than twenty dollars, to be imposed by the court to which they should have been summoned, to the use of the county where the offence is committed.
