Section 8A. Every contract for engineering survey services awarded by the department shall be awarded to the lowest responsible and eligible bidder on the basis of competitive sealed bids publicly opened and read forthwith upon expiration of the time for filing thereof; provided, however, that the department may reject any and all bids if it is in the public interest to do so.

For purposes of this section, the term “lowest responsible and eligible bidder” shall have the same meaning as is set forth in paragraph (c) of section thirty-nine M of chapter thirty.
