Expenditure of money from reserve account to provide education and informational services to public; use of independent contractor to provide such services. The Commission may expend money from its reserve account to provide education and informational services necessary to educate and inform the residents in this state on issues related to the provision of utility services in this state. The Commission may contract with an independent person to provide such educational and informational services.
