General authority to adopt regulations. The State Sealer of Weights and Measures may adopt such regulations as are reasonably necessary to carry out the provisions of this chapter. Any such regulations shall comply, insofar as practicable, with specifications, tolerances and regulations recommended by the National Institute of Standards and Technologies.
