“Inspector” defined. “Inspector” means:
1. A person who has entered into a contract pursuant to NRS 583.448; or
2. An employee or official of the Health Division of the Department of Human Resources authorized by the Officer to inspect livestock, poultry, game mammals or birds or carcasses or parts thereof.
