Inspection of dairy farms, milk plants and facilities of applicant. If it appears to the satisfaction of the Commission that the applicant has complied with all regulations governing the sanitation and grading of milk and milk products, the Commission shall cause the dairy farms, milk plants and facilities of the applicant to be inspected.
