Certificates of birth and death: Numbering; attestation of date of filing by local health officer. The local health officer shall number consecutively the certificates of birth and death, in two separate series, beginning with the number 1 for the first birth and the first death occurring in each calendar year, and sign his name as health officer in attest of the date of filing in his office.
